Abstract:

<p> <b><i>The purpose of the study</i></b>: to investigate Lithuanian public agenda and to measure Lithuanian public opinion on the most important socio-political problems in Lithuania. <br/> <b><i>Major investigated questions</i></b>: respondents were asked to think about the problems Lithuania is currently facing and to indicate which of them (up to three problems) the Government should pay most attention to this year (open-ended question). It was also asked how much effort the current Government of I. Šimonytė is putting into solving the problems indicated by respondents. In addition, respondents were asked to indicate, based on what they remember about the work of the previous Government (2016-2020), which problems (up to three problems) the S. Skvernelis Government put the most effort into solving (open-ended question). <br/> <b><i>Additional questions</i></b>: party for which respondents would vote in the Parliamentary (Seimas) elections if they were held next Sunday, trust in Lithuanian institutions (data includes 4 institutions: parties, the President’s Office, the Parliament (Seimas), the Government). <br/> <b><i>Socio-demographic characteristics</i></b>: sex, age, nationality, education, occupation, marital status, household size (including respondent), having children, net income per family member per month, household net income per month, place of residence, municipality, region of residence (county). </p> <p> Respondents' answers to open-ended questions about the most important problems were coded by the staff of the Lithuanian Data Archive for SSH (LiDA) using the international <a href=" https://www.comparativeagendas.net/pages/master-codebook" target="_blank">coding scheme of the Comparative Agendas Project</a>, which has 21 major topics and more than 200 subtopics. In addition, these responses were also coded according to whether the problems identified were directly related to Ukraine. </p>

County capitals and other cities/towns cover 68% of the population, while rural areas cover 32% of the population. In addition, the first two domains accounted for up to 70% of the surveyed sample units.</li> <li>The third domain accounted for up to 30% of the surveyed sample units, which were selected by randomized quota telephone sampling. The telephone survey was conducted to complement the sample due to the reluctance of potential respondents to participate face-to-face because of the COVID-19 pandemic.</li> </ul> </p> <p> <b>- Selection procedures</b> in domains: <ul> <li>Selection procedure <b><i>in the first domain</i></b>:</li> <ul> <li><b><i>Sampling frame</i></b>: streets in the Address Register of the Republic of Lithuania (<a href="https://www.registrucentras.lt/adr/p/" target="_blank">www.registrucentras.lt/adr/p</a>), only in county capitals and other cities/towns, excluding rural areas.</li> <li><b><i>Sampling method</b></i>: stratified clustered three-stage sampling: systematic random sampling of the primary sampling units - streets (68 in total), random route sampling of households and random sampling of respondents:</li> <ul> <li>In the first stage, the territory of Lithuania was divided into strata according to counties and settlement size (county capitals, other cities/towns and rural areas). The first domain only included county capitals and other cities/towns. Within each stratum primary sampling units were selected in proportion to its population. Primary sampling units in the strata of county capitals and cities/towns were streets (equivalent, not further divided). From the list of streets required amount of primary sampling units were selected using systematic random sampling.</li> <li>In the second stage, in each selected primary sampling unit in the strata of county capitals and other cities/towns 7 households were selected. The first household was selected from the table of random numbers. Subsequent households were selected via random route sampling: every 6th household (route was continued until the quota of 7 households was reached).</li> <li>In the third stage, in each selected household one respondent was selected using the nearest birthday method.</li> </ul> </ul> </ul> <ul> <li>Selection procedure <b><i>in the second domain</i></b>:</li> <ul> <li><b><i>Sampling frame</i></b>: villages and streets in the Address Register of the Republic of Lithuania (<a href="https://www.registrucentras.lt/adr/p/" target="_blank">www.registrucentras.lt/adr/p</a>), only in rural areas.</li> <li><b><i>Sampling method</b></i>: stratified clustered four-stage sampling: systematic random sampling of the primary sampling units - villages (32 in total), random sampling of the secondary sampling units - streets, random route sampling of households and random sampling of respondents:</li> <ul> <li>In the first stage, the territory of Lithuania was divided into strata according to counties and settlement size (county capitals, other cities/towns and rural areas). The first household was selected from the table of random numbers. Subsequent households were selected via random route sampling: every 2nd household (route was continued until the quota of 7 households was reached).</li> <li>In the fourth stage, in each selected household one respondent was selected using the nearest birthday method.</li> </ul> </ul> </ul> <ul> <li>Selection procedure <b><i>in the third domain</i></b>:</li> <ul> <li><b><i>Sampling frame</i></b>: telephone numbers of the Republic of Lithuania.</li> <li><b><i>Sampling method</b></i>: one-stage quota sampling using random generation of telephone numbers:</li> <ul> <li>In this domain, random digit dialing of phone numbers of the Republic of Lithuania was employed. Age, sex and place of residence quotas were used to select the respondents who were invited to participate in the survey. The survey in this domain was conducted until the required quota of up to 30% of the surveyed sample units (respondents) was reached.</li> </ul> </ul> </ul>

Major Deviations from the Sample Design:

Sources Statement

Control Operations:

In order to check the quality of interviewer's work the data collector contacted by phone 10 percent of respondents. Procedure of sampling and compliance with questionnaire instructions were verified. Logic and accuracy of filling out questionnaires were checked by the data collector's department of interviewers.

Cleaning Operations:

10 percent of the data were checked for questionnaire keying in quality by the data input department. Possible mistakes of coding and congruence of answers to questions in the questionnaire were additionally checked.

Notes:

<ul><li>Coding of open-ended questions was performed by one LiDA staff member. Coding of unclear or ambiguous answers was discussed with colleague staff member at the LiDA until consensus was reached.</li></ul>
