\nMajor investigated questions: respondents were asked how A. M. Brazauskas performs the duties of the President, and Č. Juršėnas and A. Šleževičius hold the respective positions of the Speaker of the Seimas and the Prime Minister. Opinions were sought on how the activities of the Seimas and the Government correspond to the interests of the people. Next, they were asked to assess the current economic situation in Lithuania and what they think will be the economic situation in Lithuania after 12 months, as well as the respective respondents assessed their current economic situation (their family) and the material situation of the respondents (their family) after 12 months. Respondents were asked which political party or movement they sympathize with and which party, in the opinion of the respondents, would receive the most votes. It was asked what kind of army Lithuania would need and whether respondent participated in the events when Pope John Paul II arrived. The Lithuanian residents who participated in the survey were asked whether education and their income were important for a person's status. It was posed the question on which step the respondents stand on the 9-step stairs. Further, it was asked whether it is necessary to put more money into circulation - litas, because many people complain that there is a lack of money for settlements in circulation. They were asked which would be better: less litas and inexpensive goods or more litas and more expensive goods. It was asked whether there is a need for shops where goods would be sold for currency. Respondents were asked whether we need more litas printed to pay farmers for milk, meat, grain; and whether to use the gold and currency reserves of the Central Bank of Lithuania, which are necessary for the stability of the litas, to pay salaries, pensions, allowances, and scholarships. It was aim to know whether respondents feel that life had improved to some extent. Respondent was asked whether they intend to buy shares in any privatized state-owned bank and want to be rich. The aim was to find out whether the respondents would agree with the statement that any practically thinking and hard-working person can become rich. The Lithuanian residents who participated in the survey had the opportunity to describe our businessman, to answer whether confiscation should be made of the assets ambiguously acquired by some entrepreneurs, and to indicate whether they would advocate for public or private production and trade. Continuing the topic of business, the respondents were asked whether they are engaged in any business and whether they would like their relative to be an entrepreneur. They were asked to indicate, in case they would be unemployed, they would choose to work in the private or public sector, if they were offered several jobs for the same pay. In the survey was also asked what it is expected from entrepreneurs and the government and what would be better - prices would always be the same or depend on the quantity of goods. Finally, the aim was to find out what needs to be done to make people's material situation better. Respondents were further asked why people voted for the LDDP in the elections and whether this political party came to power with positive developments in agricultural reform. The question was asked whether priests should be allowed to participate in politics and whether the respondents (their family) have savings. The approach to extrasensory treatment was further explored. It was asked whether private or public medical institutions have more trust in doctors and whether they have given a bribe. It was also wanted to know what pets the respondents have, where they bought a cat or dog from and what they feed them. In the end, they were asked to answer whether the Lithuanian residents who participated in the survey had watched TV during the last 7 days and what TV channels they had watched.\n

\n\nFirst stage. The territory of Lithuania was divided into 4 strata.\n

\na) Biggest cities: Vilnius, Kaunas, Klaipėda, Šiauliai, Panevėžys, Alytus, Kapsukas (currently Marijampolė).\n

\nb) Lithuanian districts were divided into 6 strata according to the ethnographic regions of Lithuania:\nThe first stratum – Žemaitija (Samogitia), which included the following districts: Akmenė, Joniškis, Kelmė, Klaipėda, Kretinga, Mažeikiai, Plungė, Skuodas, Šilalė, Šilutė, Tauragė, Telšiai.\nThe second stratum – Aukštaitija: Anykščiai, Biržai, Ignalina, Kupiškis, Molėtai, Panevėžys, Pasvalys, Rokiškis, Ukmergė, Zarasai districts.\nThe third stratum – Central Lithuania: Jonava, Kaunas, Kaišiadorys, Kėdainiai, Pakruojis, Radviliškis, Raseiniai districts.\nThe fourth stratum – East Lithuania: Trakai, Šalčininkai, Širvintos, Švenčionys, Vilnius districts.\nThe fifth stratum – Dzūkija: districts of Alytus, Varėna.\nThe sixth stratum – Suvalkija: Lazdijai, Kapsukas (currently Marijampolė), Prienai, Šakiai, Vilkaviškis districts.\n

\nThe sample was divided into strata proportionally to their population.\n

\n

\n\nSecond stage. In each stratum a number of clusters (cities and districts) was selected.\n

\n\n

\na) All the biggest cities were included into the sample.\n

\n

\nb) From each stratum of districts, districts were selected on the basis of the share of population 60 years and older in the district. After calculating squared deviations from the mean, the most typical 10 districts (clusters) – deviating the least from the mean – in each stratum of districts were selected:\nIn the stratum of Žemaitija (Samogitia): the districts of Tauragė, Telšiai and Skuodas.\nIn the stratum of Central Lithuania: the districts of Kėdainiai and Radviliškis.\nIn the Aukštaitija stratum: the districts of Kupiškis and Molėtai.\nIn the East Lithuania stratum – Šalčininkai district.\nIn the Dzūkija stratum – Varėna district.\nIn the Suvalkija stratum – Šakiai district.\n

\n

\nc) From the strata of resort towns, on the basis of the same criterion (least squared deviation from the city proportion of the population aged 60 and over), one cluster was selected – Druskininkai.\n

\n

\nd) Sniečkus (currently Visaginas).\n

\n

\n\nThird stage. In each cluster of the second stage, a certain number (proportionally to the population) of third stage clusters, identified as electoral districts, was chosen.\n

\n\n

\nElectoral districts belonging to 19 clusters – selected on the second stage (7 biggest cities, 10 districts, the resort town of Druskininkai, and Sniečkus (currently Visaginas)) based on the administrative unit boundaries – were selected. Prior to the selection of electoral districts in Vilnius, Vilnius was divided into 7 strata, from each of which a cluster (district) was selected (7 districts in total); Kaunas was divided into 5 strata and in each of them 1 district was selected (5 in total); the other major cities were divided into 3 strata and in each of them a cluster (electoral district) was selected (3 districts in total). In the biggest cities stratum, electoral districts were systematically selected from the numbered lists of electoral districts. In the district strata, the selection criterion was the distance of the electoral districts from the center of the administrative units. The furthest, the average and the closest electoral districts were selected. The sample was proportional to the population of rural areas, towns, administrative units’ centers and cities. A total of 76 electoral districts were selected.\n

\n

\n\nFourth stage. In each cluster of the third stage, a certain number (proportionally to the population) of voters – respondents was selected.\n

\n\n

\nThe potential respondents were systematically sampled from the electoral rolls of the electoral districts. The sampling interval was calculated by dividing the total number of voters in the electoral district by the number of respondents expected to be surveyed. Electoral rolls were usually sorted by street (not alphabetically), so this method of selection ensured a random selection of respondents. The names and addresses of the persons to be interviewed were written on special cards.\n

In order to check the quality of the work of the interviewers with 10% of the respondents the data collector made repeated contacts: by applying postal surveys (the addresses of the respondents were known) and telephone surveys (the phones of the respondents were obtained from telephone directories), as well as in Vilnius by direct interview methods.

The principles of sample selection and compliance with the specifications for conducting the survey were reviewed.

Toliau prašyta įvertinti dabartinę Lietuvos ekonominę padėtį bei kokia, jų manymu, bus Lietuvos ekonominė padėtis po 12 mėn., taip pat atitinkamai respondentai įvertino dabartinę savo (savo šeimos) ekonominę padėtį bei kokia bus respondentų (jų šeimos) materialinė padėtis po 12 mėn. Norėta sužinoti, kokiai politinei partijai ar judėjimui simpatizuoja ir kokia partija, respondentų nuomone, surinktų daugiausia balsų. Prašyta atsakyti, kokios kariuomenės reikėtų Lietuvai bei ar dalyvavo renginiuose atvykus Romos popiežiui Jonui Pauliui II. Apklausoje dalyvavusių Lietuvos gyventojų klausta, ar žmogaus padėčiai svarbus išsimokslinimas bei jo pajamos. Norėta sužinoti ant kurio laiptelio respondentai stovi 9 pakopų laiptuose. Toliau norėta sužinoti, ar reikia į apyvartą paleisti daugiau pinigų – litų, nes daug kas skundžiasi, kad apyvartoje atsiskaitymams stinga pinigų. Klausta, kas būtų geriau: mažiau litų ir nebrangtų prekės ar būtų daugiau litų ir brangtų prekės. Teirautasi, ar reikia parduotuvių, kuriose prekės būtų parduodamos už valiutą. Respondentų prašyta atsakyti, ar reikia atspausdinti daugiau litų ir jais užmokėti žemdirbiams už pieną, mėsą, grūdus, o Lietuvos centrinio banko aukso ir valiutos atsargas, būtinas lito stabilumui, panaudoti algų, pensijų, pašalpų ir stipendijų mokėjimui. Toliau domėtasi, ar respondentai pajuto, kad gyvenimas, kiek pagerėjo. Klausta, ar ketina pirkti kurio nors privatizuojamo valstybinio banko akcijų bei ar siekia būti turtingu. Norėta sužinoti, ar respondentai pritartų teiginiui, kad turtingu gali tapti kiekvienas praktiškai mąstantis ir labai daug dirbantis asmuo. Apklausoje dalyvavę Lietuvos gyventojai turėjo galimybę apibūdinti verslininką, atsakyti, ar reikėtų konfiskuoti, kai kurių verslininkų neaiškiu būdu įsigytą turtą bei nurodyti, ar už valstybinę arba privačią gamybą ir prekybą jie pasisakytų. Toliau tęsiant verslo temą, klausta ar patys respondentai užsiima kokiu nors verslu bei ar norėtų, kad jų giminaitis būtų verslininkas. Teirautasi, privačiame ar valstybiniame sektoriuje rinktųsi darbą, jei būtų bedarbis ir būtų siūlomi keli darbai už tokį patį atlyginimą. Apklausos metu taip pat klausta, ko tikimasi iš verslininkų ir iš valdžios bei kas būtų geriau – kainos būtų visada vienodos ar priklausytų nuo prekių kiekio. Galiausiai norėta sužinoti, ką reikia daryti, kad žmonių materialinė padėtis labiau pagerėtų. Toliau klausta respondentų nuomonės, kodėl rinkimuose žmonės balsavo už LDDP bei ar atėjus į valdžią šiai politinei partijai, atsirado teigiamų žemės ūkio reformos poslinkių. Prašyta atsakyti, ar kunigams turėtų būti leista dalyvauti politikoje bei ar respondentai (jų šeima) turi santaupų. Toliau tirtas požiūris į ekstrasensus, užsiimančius gydymu. Teirautasi, privačiais ar valstybinės gydymo įstaigos gydytojais labiau pasitiki bei ar yra davę kyšį. Taip pat norėta sužinoti, kokius naminius gyvūnus turi respondentai, kur įsigijo katę ar šunį bei kuo juos šeria. Pabaigoje prašyta atsakyti, ar apklausoje dalyvavę Lietuvos gyventojai per pastarąsias 7 dienas žiūrėjo TV bei kokius TV kanalus jei žiūrėjo.\n

\nb) Lietuvos rajonai buvo suskirstyti į 6 sluoksnius pagal etnografinius Lietuvos regionus:\nPirmas sluoksnis – Žemaitija, į kurią įėjo šie rajonai: Akmenės, Joniškio, Kelmės, Klaipėdos, Kretingos, Mažeikių, Plungės, Skuodo, Šilalės, Šilutės, Tauragės, Telšių.\nAntras sluoksnis – Aukštaitija: Anykščių, Biržų, Ignalinos, Kupiškio, Molėtų, Panevėžio, Pasvalio, Rokiškio, Ukmergės, Zarasų rajonai.\nTrečias sluoksnis – Vidurio Lietuva: Jonavos, Kauno, Kaišiadorių, Kėdainių, Pakruojo, Radviliškio, Raseinių rajonai.\nKetvirtas sluoksnis – Rytų Lietuva: Trakų, Šalčininkų, Širvintų, Švenčionių, Vilniaus rajonai.\nPenktas sluoksnis – Dzūkija: Alytaus, Varėnos rajonai.\nŠeštas sluoksnis – Suvalkija: Lazdijų, Kapsuko (dabar Marijampolės), Prienų, Šakių, Vilkaviškio rajonai.\n

\nc) Kurortiniai miestai: Birštonas, Druskininkai, Neringa, Palanga.\n

\n

\nd) Specifinis miestas: Sniečkus (dabar Visaginas).\n

\n

\nAtrankos imtis paskirstyta pagal sluoksnius proporcingai jų gyventojų skaičiui.\n

\n

\n\n Antra pakopa. Kiekviename sluoksnyje atrinktas tam tikras skaičius lizdų (miestų ir rajonų).\n

\n\n

\na) Į atranką įtraukti visi didieji miestai.\n

\n

\nb) Iš kiekvieno rajonų sluoksnio atrinkti rajonai, remiantis kriterijumi – 60 m. ir vyresnių gyventojų dalimi tarp visų administracinio rajono gyventojų. Apskaičiavus kvadratinius nuokrypius nuo vidurkio, kiekvienoje grupėje kaip tipiški – mažiausiai besiskiriantys nuo vidurkio – buvo išskirti šie kiekvieno sluoksnio rajonai (lizdai):\nŽemaitijos sluoksnyje – Tauragės, Telšių ir Skuodo rajonai.\nVidurio Lietuvos sluoksnyje – Kėdainių ir Radviliškio rajonai.\nAukštaitijos sluoksnyje – Kupiškio ir Molėtų rajonai.\nRytų Lietuvos sluoksnyje – Šalčininkų rajonas.\nDzūkijos sluoksnyje – Varėnos rajonas.\nSuvalkijos sluoksnyje – Šakių rajonas.\n

\n

\nc) Iš kurortinių miestų sluoksnių, remiantis tuo pačiu kriterijumi (mažiausiu kvadratiniu nuokrypiu nuo 60 m. ir vyresnių gyventojų dalies miestuose), atrinktas vienas lizdas – Druskininkai.\n

\n

\nd) Sniečkus (dabar Visaginas).\n

\n

\n\nTrečia pakopa. Kiekviename antros pakopos lizde atrinktas tam tikras skaičius (proporcingai gyventojų skaičiui) trečios pakopos lizdų, išskirtų pagal rinkimines apylinkes.\n

\n\n

\nBuvo atrinktos rinkiminės apylinkės, įeinančios į 19 lizdų – antros pakopos atrankos vienetų (7 didieji miestai, 10 rajonų, kurortinis miestas Druskininkai, Sniečkus (dabar Visaginas)) pagal administracinio padalijimo ribas. Prieš atrenkant rinkimines apylinkes Vilniuje, Vilnius buvo suskirstytas į 7 sluoksnius, iš kurių buvo atrinkta po vieną lizdą (7 rinkiminės apylinkės); Kaunas suskirstytas į 5 sluoksnius ir atrinktos 5 rinkiminės apylinkės kiekvienoje iš jų; kiti didieji miestai suskirstyti į 3 sluoksnius ir kiekvienoje iš jų atrinkta po vieną lizdą, iš viso 3 rinkiminės apylinkės. Didžiuosiuose miestuose rinkiminės apylinkės buvo atrenkamos iš sunumeruotų apylinkių sąrašų pagal atitinkamą žingsnį. Rajonuose apylinkių atrinkimo kriterijus – rinkiminių apylinkių atstumas nuo rajono centro. Buvo atrinktos tolimiausios, vidutiniškai nutolusios ir esančios arčiausiai rajono centro apylinkės. Atrankos imtis buvo paskirstyta proporcingai kaimo apylinkių, miestelių, rajono centrų ir miestų gyventojų skaičiui. Iš viso buvo atrinktos 76 rinkiminės apylinkės.\n

\n

\n\nKetvirta pakopa. Kiekviename trečios pakopos lizde atrinktas tam tikras skaičius (proporcingai gyventojų skaičiui) rinkėjų – respondentų.\n

\n\n

\n Iš rinkiminėse apylinkėse esančių rinkėjų sąrašų sisteminės atrankos būdu atrinkti potencialūs respondentai. Atrinkimo iš apylinkių rinkėjų sąrašų žingsnis buvo apskaičiuojamas padalinus visų apylinkės rinkėjų skaičių iš numatomų apklausti žmonių skaičiaus. Rinkėjų sąrašai paprastai buvo sudaryti pagal gatves (ne abėcėlės tvarka), todėl toks atrinkimo būdas užtikrino atsitiktinį respondentų atrinkimą. Reikiamų apklausti respondentų pavardės ir gyvenamosios vietos adresai buvo užrašomi kortelėse.\n

Tikrinant apklausėjų darbo kokybę su 10 proc. respondentų duomenų rinkėjas užmezgė pakartotinius kontaktus: pašto apklausos (buvo žinomi respondentų adresai) ir telefoninės apklausos (respondentų telefonai buvo nustatomi iš telefonų knygų) būdais, o Vilniuje tiesioginės apklausos būdu.

Tikrinti respondentų atrankos principai, apklausos vykdymo reikalavimų laikymasis.
