To analyze public opinion about the activities of state and municipal institutions, service provision, customer service, and social benefit.
Major investigated questions: respondents were asked to evaluate the profession of a civil servant in the context of professions of other state and social institutions and to assess the positive and negative traits attributed to civil servants. Respondents were asked how they assess the honesty of civil servants compared to representatives of professions in the private and public sectors. They were given the opportunity to express their opinion on the attentiveness, work efficiency, competence, and honesty of civil servants in comparison with employees of private business. The study examined whether it is appropriate for civil servants and representatives of other professions, as officials, to accept gifts. Respondents were also asked to assess the level of corruption in the civil service in the context of other institutions. The study sought to determine whether respondents personally had experience of giving bribes to civil servants and whether giving a bribe helped to solve their problems. Respondents were asked to describe the nature of information about civil servants presented in the Lithuanian media. They were also given the opportunity to indicate which profession, including that of a civil servant, they would like their child to choose. In addition, opinions on the number of civil servants in Lithuania were examined, and it was sought to determine whether the attitude of civil servants toward citizens changed after Lithuania became a member of the European Union. Respondents were also asked about the sources of information from which they learn about the civil service.

\nPagrindiniai nagrinėti klausimai: respondentai buvo prašomi įvertinti valstybės tarnautojo profesiją kitų valstybinių ir socialinių institucijų profesijų kontekste bei įvertinti valstybės tarnautojams priskiriamus teigiamus ir neigiamus bruožus. Buvo užduotas klausimas, kaip respondentai traktuoja valstybės tarnautojų sąžiningumą lyginat su kitų privačiajam ir viešajam sektoriui priklausančių profesijų atstovais. Respondentai turėjo galimybę išreikšti savo nuomonę apie valstybės tarnautojų dėmesingumą, darbo efektyvumą, kompetentingumą ir sąžiningumą priešpastatydami valstybės tarnautojus privataus verslo darbuotojams. Aiškintasi, ar valstybės tarnautojams bei kitų profesijų atstovams kaip pareigūnams derėtų priimti dovanas. Taip pat respondentai buvo prašomi įvertinti korupcijos lygį valstybės tarnyboje kitų institucijų kontekste. Norėta nustatyti, ar patiems respondentams asmeniškai yra tekę duoti kyšį valstybės tarnautojams ir siekta sužinoti, ar kyšio davimas padėjo išspręsti respondentams kilusias problemas. Respondentai buvo prašomi apibūdinti Lietuvos žiniasklaidoje pateikiamos informacijos apie valstybės tarnautojus pobūdį. Taip pat respondentai turėjo galimybę įvardinti, kokią profesiją, įskaitant ir valstybės tarnautojo, norėtų, kad pasirinktų jų vaikas. Taip pat tirta nuomonė apie valstybės tarnautojų skaičių Lietuvoje, bei norėta sužinoti, ar pasikeitė valstybės tarnautojų požiūris į piliečius Lietuvai esant ES nare. Taip pat respondentų klausta iš kokių informacijos šaltinių jie sužino apie valstybės tarnybą. \n
