Major investigated questions: Respondents were asked whether they (or their family members) purchased of low quality products during the recent 12 months, do they know where to apply when producer or shop assistant refused to compensate the incurred loss and do they have information on the activity of the following institutions: State Consumer Rights Protection Authority under the Ministry of Justice, State Food and Veterinary Service, State Non Food Products Inspectorate, consumer organisations (public consumer organisations), other institutions (e.g. Communications Regulatory Authority, State Energy Inspectorate, municipalities etc.). \nRespondents answers on what is more important in pursuit of protection of consumers' rights - to apply more strict sanctions for law violators or to enhance education of consumers - were collected and support rendered to consumers by city/district municipalities was assessed.\nRespondents were also asked whether they (or their family members) were provided with low quality services during the recent 12 months. As well evaluation of quality of the following services was probed: mobile phone services, fixed-line telephone services, supply of energy, gas, water, public transportation services in urban areas, supply of heat, outbound tourism services, construction and repair services, financial and insurance services. \nRespondents also answered questions focusing on they attempts, during the recent years (or two and more years ago) to exercise consumers' rights (e.g. to replace a low-quality commodity by an appropriate one; to correspondingly reduce price of a commodity; to ask a shop assistant to compensate the cost incurred for elimination of deficiencies of a commodity; to return a commodity back and require to redeem the money paid for it) and cases when she/he was deceived while receiving the change or invoice, or identification of a misleading label on a purchased commodity / product. \nRespondents were asked to evaluate transparency and legibility of information provided on labels of commodities / products and prices of the following services: mobile phone and fixed-line telephone services, supply of energy, gas and water, public transportation services in urban areas, supply of heat, outbound tourism services, construction and repair services, financial and insurance services, bank charges for executed transactions. \nIt was queried if respondents submitted the claims (during the recent 12 months) to shop assistants, service providers or relevant institutions on the following commodities and services: mobile phone and fixed-line telephone services, supply of energy, gas and water, public transportation services in urban areas, supply of heat, outbound tourism services, construction and repair services, financial and insurance services, non food commodities, foodstuffs. \nAlso respondents were asked to evaluate media's concern about the protection of consumers rights and name the spheres where consumers mostly lack information on: audio/video equipment; computer and communications equipment; clothes, footwear, furniture etc.; meat, fish and milk products; utility services and energy (gas, water, electricity); communication services; financial and insurance services; construction and repair services and outbound tourism services. \nThe key criteria of respondents in purchasing commodities and services were tried to detect (price, quality, safety an impact to health, consumption peculiarities, guarantees, service etc., advertising). \n
\nSocio-demographic characteristics: gender, age, education, occupation, marital status, nationality, number of family members, number of children in the family, monthly personal income, total monthly family income, monthly income per one family member, place of residence.\n

The survey data were collected at the request of the Commission for the Implementation of the National Action Plan for the Promotion and Protection of Human Rights in the Republic of Lithuania under \nPagrindiniai nagrinėti klausimai: Respondentų buvo klausta, ar per pastaruosius 12 mėnesių teko (pačiam ar šeimos nariams) įsigyti nekokybišką prekę; ar jie žino, kur kreiptis, jeigu įsigijus nekokybišką prekę, pardavėjas ar gamintojas atsisako kompensuoti nuostolius; ar girdėjo apie sekančių institucijų ir organizacijų veiklą: Nacionalinė vartotojų teisių apsaugos taryba prie Teisingumo ministerijos, Valstybinė maisto ir veterinarijos tarnyba, Valstybinė ne maisto produktų inspekcija, Vartotojų asociacijos (visuomeninės vartotojų organizacijos), kitos organizacijos (pvz., Ryšių reguliavimo tarnyba, Valstybinė kainų ir energetikos inspekcija, savivaldybės ir t. t.).\nTirta nuomonė, kas svarbiau, siekiant užtikrinti aukštą vartotojų teisių apsaugos lygį - ar griežčiau taikyti sankcijas įstatymų pažeidėjams ar aktyviau vykdyti vartotojų švietimą. Vertinta miesto ar rajono savivaldybės pagalba vartotojams \nRespondentų taip pat buvo klausta, ar per pastaruosius 12 mėnesių buvo (pačiam ar šeimos nariams) suteikta nekokybiška paslauga, prašyta įvertinti sekančių paslaugų kokybę: mobiliojo telefono ryšio paslaugos, laidinio telefono ryšio paslaugos, elektros energijos tiekimas, dujų tiekimas, vandens tiekimas, viešojo transporto paslaugos miestuose, šilumos teikimo paslaugos, išvykstamojo turizmo paslaugos, statybos ir remonto paslaugos, finansinės ir draudimo paslaugos.\nBuvo pateikti klausimai, ar per paskutiniuosius metus (ar prieš 2 metus ir dar seniau) respondentas pasinaudojo kuria nors vartotojo teise (pvz., pakeisti netinkamos kokybės prekę tinkamos kokybės preke, atitinkamai sumažinti prekės kainą, reikalauti, kad pardavėjas atlygintų vartotojo patirtas prekės trūkumų pašalinimo išlaidas, grąžinti prekę ir pareikalauti grąžinti už prekę sumokėtus pinigus); ar buvo apgautas gaunant grąžą, gaunant sąskaitą, pastebėjo klaidinančią etiketę ant įsigyto daikto ar produkto. \nRespondentai buvo prašomi įvertinti etiketėse ant daikto ar produkto pateiktos informacijos suprantamumą, įskaitomumą; kainą, kurią moka už sekančias paslaugas: mobiliojo telefono ryšio, laidinio telefono ryšio, elektros energijos tiekimas, dujų tiekimas, vandens tiekimas, viešojo transporto paslaugos miestuose, šilumos teikimo paslaugos, išvykstamojo turizmo paslaugos, statybos ir remonto paslaugos, finansinės ir draudimo paslaugos, bankų imamas mokestis už pavedimų vykdymą.\nKlausta, ar per paskutiniuosius 12 mėnesių respondentai buvo pateikęs skundą prekių pardavėjams, paslaugų teikėjams ar kitai skundus nagrinėjančiai institucijai dėl šių prekių ir paslaugų: mobiliojo telefono ryšio, laidinio telefono ryšio, elektros energijos tiekimas, dujų tiekimas, vandens tiekimas, viešojo transporto paslaugos miestuose, šilumos teikimo paslaugos, išvykstamojo turizmo paslaugos, statybos ir remonto paslaugos, finansinės ir draudimo paslaugos, ne maisto prekės, maisto prekės.\nVertintas žiniasklaidos dėmesys vartotojų teisių apsaugos problemoms. Aiškintasi, kokiose srityse vartotojams labiausiai trūksta informacijos: apie vaizdo ir garso aparatūrą, kompiuterinę ir ryšio techniką, apie drabužius, avalynę, baldus ir kt., apie mėsos, žuvies, pieno produktus, apie komunalines paslaugas ir energiją (dujos, vanduo, elektra), apie ryšių paslaugas, apie finansines ir draudimo paslaugas, apie statybos ir remonto darbų paslaugas, apie išvykstamojo turizmo paslaugas.\nTaip pat respondentų klausta, kokie kriterijai svarbiausi perkant prekes ir paslaugas (kaina, kokybė, saugumas ir poveikis sveikatai, vartojimo ypatumai, garantijos, servisas ir pan., reklama).\n
\nSocialinės demografinės charakteristikos: lytis, amžius, išsimokslinimas, užsiėmimas, šeimyninė padėtis, tautybė, šeimos narių skaičius, vaikų skaičius šeimoje, asmeninės pajamos per mėnesį, bendros šeimos pajamos per mėnesį, pajamos tenkančios vienam šeimos nariui per mėnesį, gyvenamoji vieta.
