Major investigated questions: respondents were asked if they had held a management position in the last 5 years. Respondents were asked about their responsibilities and their experience of working with commercial enterprises in R&D. It was stated that in the last 5 years there were several projects with a unit or team of researchers. They were asked when they last participated in a joint R&D project (purchasing or selling R&D services) with commercial enterprises. They were asked if they would like to undertake joint projects and what the reasons were. Those who have not conducted joint R&D projects were asked to indicate the reasons why they have not conducted them with business enterprises so far, and those who do not want to do so - why they do not want to participate in joint projects. They were asked what would encourage them to carry out joint R&D projects with commercial enterprises. Staff were asked why they participate in joint R&D projects with commercial enterprises and the means by which they are carried out. After listing the intermediaries, they were asked to indicate which of them are involved in joint R&D projects with business enterprises. Respondents were asked to answer the general obstacles to carrying out projects with companies and to indicate whether or not the managed unit (research team) had carried out publicly funded R&D projects with companies during the period 2007-2013. It was asked about the main administrative obstacles to the smooth running of publicly funded R&D activities. Furthermore, it was clarified whether the respondents are satisfied with the results of R&D projects with companies so far and how they assess the relationship between the efforts made so far in R&D projects with companies and the benefits. Respondents were asked whether they intend to carry out R&D projects jointly with companies in the future and to what extent they are likely to carry out joint R&D projects with former and / or existing partners (companies) in the future. Socio-demographic characteristics: age, gender, which department is headed, how long is the head of the department, number of subordinates, time spent on activities, main field of science in which R&D is conducted, work in business after graduation, county, institution, type of leadership. This survey was conducted at the initiative of the Research and Higher Education Monitoring and Analysis Centre (MOSTA). On January 1, 2019, MOSTA was reorganized into the Government Strategic Analysis Center (STRATA).Santrauka: Tyrimo tikslas: išsiaiškinti tyrėjų - vadovų nuomonę apie mokslo ir verslo bendradarbiavimui MTEP srityje kylančias kliūtis bei jį skatinančius veiksnius. Pagrindiniai nagrinėti klausimai: respondentų teirautasi, ar yra tekę užimti vadovaujamas pareigas per pastaruosius 5 metus. Klausta, kokios yra respondentų pareigos ir kokia yra vadovaujamo padalinio (ar mokslinių tyrimų komandos) bendradarbiavimo patirtis su verslo įmonėmis MTEP srityje. Aiškintasi, keliuose iš viso projektuose jų vadovaujamas padalinys ar tyrėjų komanda dalyvavo per pastaruosius 5 metus. Tirta, kada paskutinį kartą dalyvavo bendrame MTEP projekte (pirko ar pardavė MTEP paslaugas) su verslo įmonėmis. Teirautasi, ar norėtų vykdyti bendrus projektus bei kokios yra tam priežastys. Nevykdančių bendrų MTEP projektų prašyta nurodyti priežastis, kodėl iki šiol jų nevykdė su verslo įmonėmis, o nenorinčių – kodėl nenori dalyvauti bendruose projektuose. Prašyta atsakyti, kas paskatintų pradėti vykdyti bendrus MTEP projektus su verslo įmonėmis. Bendradarbiaujančių klausta, kodėl dalyvauja bendruose MTEP projektuose su verslo įmonėmis bei kokiomis lėšomis jie yra vykdomi. Išvardinus sąrašą tarpininkų, prašyta nurodyti, kas iš jų įtraukė į bendrus MTEP projektus su verslo įmonėmis. Toliau prašyta atsakyti su kokiomis bendromis kliūtimis respondentai susiduria įgyvendindami projektus su verslo įmonėmis bei ar vadovaujamas padalinys (tyrėjų komanda) vykdė kartu su verslo įmonėmis MTEP projektus, finansuojamus viešojo sektoriaus lėšomis 2007-2013 m. laikotarpyje ar vėliau. Teirautasi, kokios didžiausios administracinės kliūtys, trukdančios sklandžiai vykdyti MTEP veiklas, finansuojamas viešojo sektoriaus lėšomis. Toliau apklausos metu aiškintasi, ar respondentai yra patenkinti iki šiol vykusių MTEP projektų su verslo įmonėmis rezultatais bei kaip jie vertina santykį tarp iki šiol įdėtų pastangų vykdant MTEP projektus su verslo įmonėmis ir iš to gautos naudos. Teirautasi, ar ateityje ketina vykdyti MTEP projektus kartu su verslo įmonėmis bei kiek tikėtina, kad ateityje vykdys bendrus MTEP projektus su buvusiais ir (ar) esamais partneriais (verslo įmonėmis). Socialinės demografinės charakteristikos: amžius, lytis, kokiam padaliniui vadovauja, kiek laiko vadovauja padaliniui, pavaldinių skaičius, veikloms skiriamas laikas, pagrindinė mokslo sritis, kurioje vykdo MTEP, ar po studijų baigimo dirbo verslo įmonėje, apskritis, institucija, vadovavimo pobūdis. Šis tyrimas atliktas Mokslo ir studijų stebėsenos ir analizės centro (MOSTA) iniciatyva. 2019 m. sausio 1 d.
